Under the Harbour Department an increase

of $214,000 is represented in part by a small increase
in staff and partly by an increase under special
expenditure, of which $92,000 is in connection with
a scheme for the gradual re-arrangement and relaying
of commercial moorings throughout the greater part of
the Harbour. The present scheme does not make the
most economical use of the available space and the
time has arrived when the whole scheme of moorings
must be re-arranged to provide for the ever increasing
size of the shipping using the Harbour. The total
scheme is estimated to cost $152,000 and is to be
spread over two years. The sum of $70,000 is
provided for two new launches.
It will be seen that
Immediately following the Harbour Department
Estimates will be found a new Head, 13.B. Air Services
which is under the control of the Harbour Master
as Director of Air Services.
provision is included for the subsidies without
which Commercial Aviation and a Flying Club are
impossible. Much public interest has been shown
in both of these schemes and I trust that Hon.lembers
will agree with the Government that money must now
be provided for the encouragement of Aviation locally if Hong Kong is to take its proper place in the
rapidly
